I don't know if a concrete example will clarify or confuse, but if I'm about to cut vegetables, that could mean that I'm thinking about cutting vegetables but don't have the vegetables or cutting board out; or that I'm standing at the cutting board with the vegetables and my knife at the ready. "Fixing to" feels to me more like I'm in the act of getting out the cutting board, lining up the carrots, selecting a knife -- like I've already starting doing, or started heading towards doing, whatever it is I'm "fixing to" do. "Fixing to" implies, to me, that action is already underway.
